The Biden Administration opens $285 million funding for ‘digital twin’ chip research institute

The Biden Administration has opened applications for $285 million in CHIPS Act funding for an institute to develop digital twins for the chip manufacturing industry. The investment aims to speed up silicon design and engineering while boosting national security. It’s part of a multi-billion-dollar push to establish the US as a thriving chip fabrication powerhouse, reducing dependence on the global supply chain and establishing technological dominance over China.

Digital twins are advanced software models of hardware (in this case, processors) that can help save time and money and increase efficiency. The virtual clones allow engineers to anticipate problems and adjust designs accordingly before manufacturing even begins. The auto industry and Space Force (for satellite simulations) have also used the tech.

The Department of Commerce says AI also plays a role. “Digital twin-based research can also leverage emerging technology like artificial intelligence to help accelerate the design of new U.S. chip development and manufacturing concepts and significantly reduce costs by improving capacity planning, production optimization, facility upgrades, and real-time process adjustments.”

The funding is part of the 2022 CHIPS Act’s $39 billion allocated for semiconductor R&D. The US had already doled out billions in CHIPS Act manufacturing incentives, including $6.4 billion to Samsung, $6.6 billion for TSMC, $6.1 billion for Micron and $8.5 billion for Intel. However, Bloomberg notes that R&D funding like this could be the most crucial piece of the Biden Administration’s long game to spark homegrown silicon innovation and avoid scenarios where supply chain shutdowns halt parts of the US economy and national security.

The government says the institute’s funds will go toward basic operations, research on digital twins, establishing and supporting shared digital facilities and workforce training. The Biden Administration wants to avoid scenarios like depending on foreign adversaries for tech that can influence America’s national security (as the US military increasingly relies on advanced tech), economic independence and supply chain control.

The Biden Administration’s CHIPS program will host a meeting for potential applicants on May 16.

“This new Manufacturing USA institute will not only help to make America a leader in developing this new technology for the semiconductor industry, it will also help train the next generation of American workers and researchers to use digital twins for future advances in R&D and production of chips,” Secretary of Commerce Gina Raimondo wrote in a press release.

At a time when getting music online mostly means illegal downloads from pirate services like Napster, iTunes quickly proves that customers will pay for songs — provided the service is good enough.

iTunes Music Store opens

The ability to share free music was one of many major disruptions the internet brought in the 1990s and 2000s. Faster connections made downloading and sharing tracks less painful. And the widespread presence of CD-RW drives (which shipped on around 40% of new PCs by winter 2000) made sharing songs or even whole albums quick and easy.

Surprisingly, Apple — traditionally ahead of the curve on multimedia — initially missed out on letting users burn their songs to CD. Although the company marketed the iMac G3 as an internet computer (one of the words the “i” in its name evoked was “internet”), it took until February 2001 for an iMac to ship with a CD-RW drive.

I felt like a dope,” Steve Jobs later admitted, having made a rare misjudgment about where the industry was headed.

iMac lets users ‘Rip, Mix, Burn’ CDs

The 2001 iMac rolled out with an advertising campaign describing the computer’s ability to let users “Rip, Mix, Burn” their own CDs. This earned Apple the ire of entertainment industry moguls, who suggested that the company condoned piracy.

The Apple ads coincided with the launch of iTunes 1.0, which started out as software for ripping music from CDs and then organizing it on Macs. Later in 2001, Apple launched the first iPod, which rapidly grew to become the company’s biggest-selling product. The combined success of the iPod and iTunes made Jobs contemplate ways to simplify online music sales.

Apple already led the way with high-quality movie trailers, thanks to its QuickTime technology. Apple’s online store also proved a big hit with consumers, demonstrating that the company could pull off internet-based sales.

iTunes Music Store changes the music industry

The challenge for the iTunes Music Store came in convincing music labels that digital distribution, which risked further diminishing CD sales, made sense from a business perspective. Other companies’ previous attempts to sell MP3s failed, due to limited catalogs, ugly user interfaces and an insistence that users pay subscription fees.

Apple planned to change that. However, to do so, it needed to sell record labels on breaking down albums into individual tracks costing 99 cents each.

Jobs eventually won over the heads of the “Big Five” record labels — BMG, EMI, Sony Music Entertainment, Universal Music Group and Warner Music Group. As a result, the iTunes Music Store launched on this day in 2003 with more than 200,000 tracks on offer. Within six months, the number of songs in the iTunes store doubled.

iTunes Music Store becomes a hit

The iTunes Music Store proved to be a massive success for Apple. By December 15, 2003, it celebrated its 25 millionth download. By the following July, Apple sold its 100 millionth song. Today, Apple has sold north of 40 billion songs.

These days, downloaded songs have given way to streaming on services like Apple Music and Spotify. However, the opening of the iTunes Music Store remains immensely significant. It showed Apple’s willingness to move into a new market. And it also created a new profit-splitting revenue stream for the company.

The later expansion of iTunes to sell TV shows, music videos and movies also helped turn Apple into a full-fledged media company. Cupertino continues to build on these efforts today by creating its own original video content for Apple TV+.

Without iTunes’ breakout success, it’s questionable whether Apple would have even created an App Store.

Samsung XR headset to face stiff competition as Meta opens Horizon OS for other brands

Apple was the first big-name consumer electronics brand to launch a mixed-reality headset. Samsung is expected to launch its own mixed-reality headset later this year. However, by the time Samsung launches its device, it might face stiff competition from brands like ASUS, Lenovo, and even Microsoft.

In a major move, Facebook owner Meta has renamed the Android-based operating system used on its Quest MR/VR headsets to Horizon OS. Moreover, it has opened up the operating system to third-party brands. Horizon OS will now be used on MR/VR headsets from ASUS ROG, Lenovo, and Microsoft.

ASUS is building multiple performance gaming headsets, while Lenovo is developing a mixed-reality headset for entertainment, learning, and productivity. Meta is collaborating with Microsoft to build a Quest headset inspired by Xbox.

Meta is also calling Google to bring the Play Store to Horizon OS. Moreover, it plans to promote apps made using Quest App Lab on the Horizon Store. Meta is also building a spatial framework to let mobile app developers build mixed-reality apps for headsets using Horizon OS.

Samsung’s XR headset could use Android OS optimized for mixed-reality

Samsung has already announced that it is building an XR device (likely a mixed-reality headset) in collaboration with Google and Qualcomm. It will likely use a version of Android that is optimized for mixed-reality headsets and a Qualcomm processor from the Snapdragon XR series.

It is said to feature the Snapdragon XR2+ Gen 2 processor. It is a 4nm chip with an octa-core CPU and a powerful Adreno 740 GPU that can drive two 4.3K screens at 90Hz. It can handle up to 12 cameras simultaneously. It has 5G, Wi-Fi 7, and Bluetooth 5.3 for wireless connectivity.

Author’s Note: Some rumors claimed that Samsung’s XR headset is a high-end device that is priced lower than Apple’s Vision Pro. Its success will depend on the number of apps and games that are available on the platform and how well it integrates with Android smartphones, tablets, and Windows-based computers and laptops.

In comparison, Meta’s Horizon Store already has plenty of games, and it is already a great gaming platform. So, headsets from ASUS and Lenovo will have access to all those games on launch day. Samsung and Google have an uphill task ahead of them.

Apple opens the iPhone App Store to game emulators

Apple is opening its walled garden to game emulators. The company has updated the App Store guidelines to reflect that developers can now list game emulators for download worldwide.

Additionally, the updated guidelines make it easier for music streaming apps to redirect users to an external website. However, this change is only applicable to the EU.

Game emulators cannot list pirated content

For years, Apple has prohibited developers from listing game emulators for download on the App Store. It has actively taken down such apps that have slipped past its review process.

This will no longer be the case, thanks to the revised App Store guidelines. However, developers must ensure all listed games in their emulators adhere to the applicable laws. So, don’t expect pirated games to be available for download.

Apple’s updated App Store guidelines, pt 4.7, state, “Additionally, retro game console emulator apps can offer to download games. You are responsible for all such software offered in your app, including ensuring that such software complies with these Guidelines and all applicable laws.”

A new Music Streaming Services Entitlements section in the App Store guidelines allows music streaming apps to link to an external site. This can be in the form of a “buy” button and contain pricing information. Music streaming apps can use this entitlement to inform users about alternative ways to purchase content or services.

This entitlement is limited to the iOS and iPadOS App Store and is only available in the EU.

Tweaked App Store guidelines come due to intense regulatory pressure on Apple

The change in Apple’s stance is welcome and likely stems from increased regulator scrutiny and the EU’s Digital Markets Act. The latter forced Apple to open up the App Store to alternative browser engines and app sideloading.

More recently, the US government filed an antitrust lawsuit against Apple’s “anticompetitive and exclusionary conduct,” targeting the iPhone’s monopoly.

Given the intense scrutiny on Apple, expect the compact to make more tweaks to the App Store guidelines in the coming weeks.

EU Opens Non-Compliance Investigations into Apple, Meta, and Google

Apple’s compliance with new EU laws designed to rein in the market power of big tech companies is set to be investigated by regulators, the European Commission has announced.

The Commission said on Monday that non-compliance investigations have been opened against Apple, Google, and Meta, under the new Digital Markets Act (DMA).

The probe into Apple will look at whether the company allows developers to “steer” users away from its App Store, as well as its default web browser choice screen. Google’s rules on steering in Google Play and self-preferencing in Google searches are also being looked at, as is Meta’s “pay or consent model.”

The Commission has opened proceedings to assess whether the measures implemented by Alphabet and Apple in relation to their obligations pertaining to app stores are in breach of the DMA. Article 5(4) of the DMA requires gatekeepers to allow app developers to “steer” consumers to offers outside the gatekeepers’ app stores, free of charge.

The Commission is concerned that Alphabet’s and Apple’s measures may not be fully compliant as they impose various restrictions and limitations. These constrain, among other things, developers’ ability to freely communicate and promote offers and directly conclude contracts, including by imposing various charges.

The Commission has opened proceedings against Apple regarding their measures to comply with obligations to (i) enable end users to easily uninstall any software applications on iOS, (ii) easily change default settings on iOS and (iii) prompt users with choice screens which must effectively and easily allow them to select an alternative default service, such as a browser or search engine on their iPhones.

The Commission is concerned that Apple’s measures, including the design of the web browser choice screen, may be preventing users from truly exercising their choice of services within the Apple ecosystem, in contravention of Article 6(3) of the DMA.

The Commission said it is also taking other investigatory steps to gather facts and information to clarify whether Apple’s new fee structure and other terms and conditions for alternative app stores and distribution of apps from the web (sideloading) may be defeating the purpose of its obligations under the DMA.

The Commission has also adopted five retention orders addressed to Alphabet, Amazon, Apple, Meta, and Microsoft, asking them to retain documents which might be used to assess their compliance with the DMA obligations. The Commission intends to conclude the proceedings opened today within 12 months.

In cases of infringement, the Commission can impose fines up to 10% of the company’s total worldwide turnover. Such fines can go up to 20% in case of repeated infringement under the DMA. The Commission also has the power to adopt “additional remedies” such as “obliging a gatekeeper to sell a business or parts of it,” or banning the company from acquisitions of additional services related to the non-compliance.

New ‘one-of-a-kind’ Apple Jing’an store draws crowds in Shanghai

Apple previewed the new Apple Jing’an store in Shangai with plenty of photographs on Monday, preparing for customers to discover its goods and services with the Thursday opening. And as a raft of new photographs showed, the new store drew crowds.

In addition, the store also offers various festivities and programs. Cupertino described one of the special programs unique to the store:

Apple Jing’an will host a special six-week Today at Apple program that pays homage to the local community and its creatives. The series, Let Diverse Creativity Bloom in Jing’an, showcases Shanghai’s next generation of creators and how they use the groundbreaking capabilities of iPhone.

And as Apple’s eighth store in Shanghai, Apple Jing’an employs 150 team members. Apple said it has served customers in China for more than 30 years, supporting more than 5 million jobs through direct employment, its supply chain and “the iOS app economy.”

The first Apple Store opened in China in 2008 with Apple Sanlitun. Now the iPhone giant runs 57 stores in greater China.

The Neo QLED 8K contains the NQ8 AI Gen3 Processor,­ the company’s most advanced AI-powered processor to date. The processor supports a neural processing unit (NPU) that is twice as fast as previous versions and an AI neural network eight times larger than before. As the processor utilizes deep learning and 8K AI Upscaling Pro technology, it automatically adjusts image and sound quality, delivering picture-perfect 8K content every time.
