Rishi Sunak will arrive in Bali later for the G20 summit but will speak to reporters on board about a deal announced this morning with France to strengthen cooperation against people using small boats to cross the strait. . This is the story of my colleagues Jessica Elgott (with Sunak) and Peter Walker.
RELATED : More guards promised as UK and France sign English Channel agreement to curb migration
“Nothing will solve the problem of small boats,” Sunak told reporters, “but we can definitely reduce their number over time.”
But the government did not say what changes the deal announced today with France will bring. Secretary of State James Cleverley was interviewed this morning and asked questions about this. He said that working with France on today’s program made a big difference and 29,000 people were unable to travel to the UK this year, twice as many as in previous years. But when TODAY’s Mishal Hussain asked him how the new deal would affect the number of passports (“I’m sure you have a way to measure it,” he said optimistically), Smart declined to give a number. And he answered.
It is very important that you understand that we are dealing with an evolving situation… Predicting the exact numbers is very, very difficult. It depends on many variables, but the main thing is that we are cooperating more closely [with France] … more French officers on the coast as a result of the agreement signed today by the Minister of the Interior and the French Minister. interior.
I recently published this interview.
Here is today’s agenda.
11.30 a.m .: Downing Street briefing in the lobby.
12:45 pm : Equality Secretary Michael Gove presents Margaret Thatcher’s Progress Lecture at the Center for Policy Studies.

During the US Grand Prix, Insider spoke to Lenovo and F1 about the development and future of the sport.
The new world of partnerships often goes beyond advertising and benefits both parties.
Formula 1 has to keep up with Netflix’s Drive to Survive, and technology will play a big role.
The impact of Netflix and the Formula 1 documentary series Drive to Survive is real. Keep in mind the following:
There were 22 Formula 1 races last year, one in the United States.
Three of the 24 races next year will be held in the United States.
Most tickets for the 2017 US Grand Prix were bought after qualifying on Saturday because they just wanted to see Justin Timberlake in concert.
In 2021, with 400,000 people in Circuit of the Americas, things have changed since the vast majority of fans attended the various F1 sessions (training, qualifying, etc).
And it’s not just the US, when Formula 1 returned to Melbourne, Australia this year for the first time since 2019 due to the COVID-19 pandemic, it recorded its highest attendance ever (420,000). According to F1, 40% of entries went to women, a significant increase they said was due to the effect of Drive to Survive.
As the sport resonates with more fans and an ever more diverse audience, it is also attracting more and more partners.
One example of this is F1’s new deal with Lenovo, a Chinese tech company with a large presence in the United States.
During the recent US Grand Prix, Insider spoke with Lenovo’s Head of North America Marketing Gerald Youngblood and Formula 1 Business Partnerships Director Zara Al Qudsi.
Lenovo has found a stronger presence in sports in recent years. In addition to this year’s new F1 deal, which includes title sponsorship for two races (the British Grand Prix and the French Grand Prix), they have the Ducati Lenovo MotoGP team and a sponsorship agreement with Italian football club Inter de Milan.
And Lenovo’s presence in F1 will increase, with a source telling Insider they will be the main sponsor for three races in 2023.
We don’t know what Lenovo will add to racing in 2023 (Las Vegas), but they’d like to increase their presence in the US at some point, citing the sport’s growing influence in North America and continued strength around the world.
“This is a unique partnership where we can have the same impact in all areas [where our customers live and work],” Youngblood told Insider. “I’d like to have a shop here in the States sometime.”
The F1 deal with Lenovo is a reflection of the sport and its fans.
The Lenovo F1 deal is about more than just buying trackside ad space. It also provides various computer systems, servers, and high-performance computing. The reason for the partnership with F1 is closely related to the growth of the fans and the fans themselves.
“We found that F1 fans are more likely to be technology buyers and IT decision makers,” Youngblood said. “They are also more likely to share the technology they use on social media.”
There is also a growing perception, especially in the United States, that Formula 1 is the pinnacle of innovation.
“What could be a more special sport than Formula 1 that really depends on a brand?” The blood young man said. “There are also many practical benefits in integrating our brand with other brands that share a passion for innovation and have an audience that can appreciate the story Lenovo tells.”
This perception of F1 is not new to its die-hard fans, but also to the corporate world. Five years ago, F1 had a technical partner. In addition to Lenovo, F1 now partners with several technology companies, including AWS, Zoom, TATA Communications and BWT.
“The growth we have received in the field of technology cooperation is tremendous,” Al-Qudsi said. “I think that applies to us as well, because the employees also work with our partners’ products. This is something we’ve been good at historically. Our partnership [with Lenovo] definitely has that element. But it’s also about the real stories you see now in Drive to Survive.
Going beyond Drive to Survive advances the story
A subtle but important part of the comments above is the idea of telling a “story”. Spend enough time marketing businesses these days, and you’ll know that “story” is an important part of getting your message across to consumers, whether they’re buying computers or playing sports.
This is where the will to survive comes in.
With the Netflix series, F1 has used a great way to tell the story of F1 that other sports are beginning to emulate. But, as with any television vehicle, interest in the show will fade or even disappear at some point. The key to Formula 1 is finding a way to maintain that momentum, which includes continuing to tell fans exciting stories, old and new, on Netflix and beyond.
Unlike other major sports broadcast by TV channels or cable companies, F1 runs its own “We are very keen on how the Drive to Survive story is addressed and featured in our own global feed, or what we do on YouTube, our Twitter content or our podcasts,” Al Qudsi said. “It’s about making sure we’re the best storytellers, engaging the audience in Drive to Survive and keeping them engaged.”
Youngblood agreed, noting that he’s one of those fans now obsessed with something other than a Netflix series.
“I think the audience is starting to understand,” Youngblood said. “It’s as if I get up at ridiculous hours to watch the races and see the impact of technology that will make things more exciting and bring me closer to the experience, so not everyone needs to be physically on the track, but they can participate.”
Reaching a local fan base is essential to keeping the Drive to Survive momentum going.
Youngblood’s comment about the lack of fans on the track is important to F1. Although race attendance is high worldwide, these people make up a small portion of the sports fans.
F1 estimates it has 500 million fans around the world. Of those, only 1% will actually compete, and Al Qudsi noted that technologies like Lenovo are used in sports to communicate with the other 99%.
So, as Lenovo approaches the end of its first year in F1, what’s next and how will they continue to drive the story forward and connect with fans at the races, and most importantly, at home?
According to F1 and Lenovo, you’re probably excited about augmented and virtual reality systems.
Watching F1 races on TV is great. But after attending so many races, it’s clear that the standard TV experience doesn’t match the quality of the sport.
No matter what you think about the speed, sound, smell, power, talent of drivers who control rockets on wheels – living in them is impressive many times over. If AR and VR can bring this experience closer to non-racing enthusiasts, then everyone will win.

Life scientists have a data problem: data is fragmented, ambiguous, and incomplete. And that makes it difficult to take full advantage of AI technology.
At the Smart Applications Summit hosted by Madrona Venture Group in Seattle last week, a group of researchers discussed the challenges of implementing artificial intelligence tools in the life sciences.
Artificial intelligence technology is changing the way companies do everything from selling products to routing packages. New AI “basic” models such as GPT-3 and DALL-E, which can generate new expressions or images, have been developed using excellent training tools from the web.
But in the life sciences, “data standardization is very difficult,” said speaker Madison Masaelli, CEO of DeepCell, a startup that visually analyzes and classifies individual cells.
Cell biology data is compromised by differences in sample collection, storage and processing, Massali said, making comparisons between data sets difficult. “From sampling to imaging, there are dozens of steps that lead to variability in the data,” he said.
Not all life science data is messy. Protein structures, for example, are represented in a standardized way in standard databases. This enabled artificial intelligence tools from DeepMind’s AlphaFold and University of Washington’s RosettaFold, which recently solved the long-standing problem of predicting protein folding. UW recently launched ProteinMPPN, an AI-powered protein design tool.
But even for proteins, there’s a lot of information behind the walls. Lucas Nivon, CEO of Seattle-based protein design startup Cyrus Biotechnology, said Cyrus has reached out to major pharmaceutical companies to share databases of antibody structures underlying many therapies. Hundreds of thousands of such structures are silent in various companies.
Nivon said all companies are interested in gathering information and discussing the process of sharing property objects. “Also, nobody wants to be the first big investor,” Nivon said.
Cyrus joined Amazon Web Services and other partners this summer to form OpenFold, an open-source protein design nonprofit, and is now talking to potential partners about sharing information about the structure of these antibodies.
“It has dark matter on its side. It really does,” Nivon said. And everyone admits it.
The reliability and bias issues that affect AI modeling in technical applications also affect the life sciences, but in different ways, the speakers said.
When the AI produces a paragraph that makes no sense, users can see it right away. Jonathan Carlson, who leads life science research and incubation at Microsoft Health Futures, part of the tech giant’s research arm, said it’s difficult to judge whether this indicates a misdiagnosis or an incorrect protein structure.
“Many of the problems we see in the life sciences are not unique, but very acute,” Carlson added.
Testing an AI product and then feeding the data back into the model sounds like it at first, but in the life sciences this process can be time-consuming. Cyrus is testing several proteins developed by his collaborators to create new transgenic mice, a process that could take more than a year. But Nivon’s team used high-throughput in vitro and cell filtration systems.
Nivon says efforts to optimize the filtering system will allow for faster improvements in artificial intelligence models. Capsida Biotherapeutics, which repeatedly designs and tests gene therapy designs using animal models, takes tissue to assess which actually reaches the right place in the body, he said.
Researchers want to better link biological data to clinical outcomes, but many obstacles remain, including privacy requirements, Massali said. “There is no single Google proxy that covers all the biological or health information in the world,” he said.
Carlson envisions a future in which more life science data is anonymized and moved into standard, interoperable formats. Finally, data from clinical trials and animal experiments can be effectively networked to develop new hypotheses and refine key research questions.
Carlson says there’s a big question: “How do we enable collaboration while respecting not only intellectual property, but also privacy? What’s the point of being able to build huge base models when we can’t even open the data?
Mick Schumacher has hit out at Bernie Ecclestone after the former F1 boss told Germany to quit the sport.
Schumacher is sweating over his F1 future. Far from securing his place at Haas, his contract expires at the end of the year and Gunther Steiner is looking to replace him with the more experienced Nick Hulkenberg in 2023.
The Haas team boss said this week that he could announce his decision ahead of the drivers’ test after next weekend’s Abu Dhabi Grand Prix. So, with the end of the saga on the horizon and his return to the F1 paddock for the first time since his comments about the controversial Vladimir Putin, Ecclestone weighed in on Schumacher’s future.
“Maybe he should forget about Formula 1 and focus on other motorsport series,” he told German TV station RTL. “His name is his biggest burden, but he tries to fulfill it as much as possible. And it brings him all the problems. That’s why [he] should forget it and win another category.”
In response to this opinion, Schumacher made it clear that he did not put much value in what Eccleston thought. “My intention is to continue in the same spirit, it’s hard to forget Formula 1. I love it so much, so I won’t,” he said in Brazil.
“Everyone always has an opinion about everything. The opinions of people I care about are important to me. Of course, my family and other formula 1 people. For example, Sebastian Vettel. This review is important to me. “

Speaking about the upcoming pilot, Steiner told reporters, “Hopefully next week we’ll announce something, whatever it is.” However, he warned against it, and added: “That is my goal, but I do not promise.
“We want the driver to be behind the wheel at the Abu Dhabi test next year, that’s what we want to do. For the rest, we try to make the best decision we can and time helps us make the right decision.
“We have done a lot, we have studied a lot, what we have done this year, how we can improve the team. It doesn’t come to a race as many say, although that is a fantasy. Here at Jati we only think about the medium term, not just the short term. The short period was a few years ago.’

Men wear suits and women wear black. Each adorned his outfit with a red poppy, a symbol used since 1921 to commemorate soldiers who died in war.
CONTACT Kate Middleton has surprised the 3-year-old child with a special gift.
The poppy symbol is believed to have originated from John McCrae’s poem “In Flanders Fields”, a poem about World War I, which reads in part:
The tulips in the fields of Flanders are sick Between crosses, lines, that marks our country; and in the sky The Largans, still singing bravely, flew away He could barely hear himself over the gunfire below.

Scores of local government workers in Arkansas worked without computers Wednesday after a Rogers-based information technology company said it was shutting down computer servers because of possible security breaches.
“We were told not to burn the ends,” said Newton County Coroner Stephen Willis of Jasper. “No one can pay taxes through the tax authority, no one can judge.
“It’s a holy mess.”
Willis refers to the local office of the tax collector and assessor. In some affected counties, residents can still pay taxes and assess property.
Willis said he was told to shut down the servers on Saturday and it could be two weeks before they can use the computers again.
“Basically we just committed rapes,” he said. “They’ve done it in every country I’ve talked to.”
Doug Mattayo of Springdale, a consultant with Apprentice Information Systems Inc., said the problem may affect state offices in half of Arkansas’ 75 counties, but that some have “resurfaced.”
“A lot of this is for prevention,” he said. “Out of an abundance of caution, they noticed something unusual and took appropriate action.”
Apprentice offers several software packages designed specifically for local government departments, according to the company’s website at
“When you combine that with our hardware sales and support, you have an unmatched commitment to success,” according to the company.
Matayo said Disciples also works in areas of Oklahoma, but as far as he knows, no one has been affected.
Matayo said the possible violations had nothing to do with Tuesday’s election.
“All these systems, this infrastructure is in a separate system,” he said. “Electoral Systems, Tabulations and Off the Net.”
When asked if there was any ransomware involved in the breach, Matayo said, “I’m not aware of that.”
Chris Villains, executive director of the Arkansas State Association, said he did not know exactly how many counties were affected.
“I know the AIS system has been compromised and the local office has been asked to shut down their servers as a precaution,” he said.
To register a new vehicle in Arkansas, citizens may be required to provide proof of prior year property tax payment and proof of current year tax assessment.
Because the computers aren’t working, it’s hard for some state assessors to know if someone paid taxes last year, Willis said.
“Most people have receipts from where they paid their taxes, which was just a month ago on October 17 this year.
Scott Hardin, spokesman for the Arkansas Department of Finance and Administration, said they are aware of the situation affecting several counties.
“The state revenue department is functioning normally and providing vehicle registration and other services in all parts of the state,” he said.
“We are working closely with the affected counties. Earlier this week, information was collected and relayed about some isolated delays for a small number of customers in some offices. We are operating smoothly across the state and Arkansans should avoid coming anywhere to motorcycle to complete, vehicle and driver related services… our 134 revenue offices Arkansans can also always visit mydmv.arkansas.gov because many motor vehicle services are available on line”.
Some large counties in Arkansas have no problem with closings.
Carla Barnett, director of the Pulaski County Assessment Office, said she is the only office in Pulaski County using the Apprentice server. He said they became aware of the problem on Saturday, took the system offline for forensic analysis and restarted it on Tuesday morning.
Pope County Assessor Dana Baker of Russellville said it’s not as bad as it could be.
“Fortunately, our offsite backups have not been compromised or compromised,” he said. “They back us up at night and send it off-site. Once we back them up, our data should be fine.”
Baker said that not all local government departments were affected by the server outage. In Pope County, for example, he said it affects every county office except the county clerk’s office.
County Clerk Lee Becky Hogan of Marianna, in eastern Arkansas, said they learned a lesson from the shutdown.
In the future, he said, personal account information will be stored on a zip drive so it can be easily retrieved if such incidents happen again.
What about property records?
“Property is a completely useless animal. “I don’t know how we’re going to do it again. It’s too big to fit in a Jeep.”
Searcy County Assessor Randy Crumley of Marshall said the closure “caused some kind of problem with some things.”
“We can’t turn on the computer,” he said.
“Nobody can write a deed, so it can’t be done. So when it comes to the property part, it just stands still.
“As far as points and what not, we took the names and the numbers and did it the old fashioned way until we got them all back,” Crumley said.
“That’s all we can do now. It’s a waiting game for us.”
Crumley said he will likely close the assessor’s office today and give employees an extra long weekend. They were already supposed to close Friday for Veterans Day.
“We live in a world of computers, and when that computer fails, we are going to suffer,” he said. “It’s great when they do well, but right now they’re not worth 50 cents.”
Christina LaRue of the Arkansas Democrat-Gazette reported for this article.
Failed crypto exchange FTX filed for bankruptcy on Friday and announced the resignation of CEO Sam Bankman-Fried, in a week where the company’s steep decline rocked digital asset markets and angered Washington.
FTX has filed for Chapter 11 bankruptcy in the United States, meaning it will attempt to restructure its business. The company, one of the world’s largest cryptocurrency trading platforms, stopped accepting clients earlier this week after launching the exchange, citing financial instability.
“Chapter 11 relief is appropriate to evaluate FTX Group’s current situation and develop a process to maximize recovery for stakeholders,” company CEO John Ray said in a press release. III.
The bankruptcy filing will deal another blow to the collapse of the crypto market and further erode the industry’s position in Washington, where FTX and political tycoons Banman-Fried have campaigned in recent months to influence emerging laws and regulations. Regulators around the world, like FTX and Bankman-Fried, say the controversy threatens to invalidate the organization’s protected binary crypto rule. FTX-related cryptocurrency startups have also suspended their operations.
It said it has more than 130 affiliates and subsidiaries, including Bahamas FTX and Bankman-Fried investment firm Alameda Research, with liabilities ranging from $10 billion to $50 billion. . The company has identified more than 100,000 donors, including customers.
Bankman-Fried “facilitates an orderly transition,” according to FTX. The 30-year-old ex-millionaire was left penniless this week.
FTX’s U.S. operations are among the companies seeking bankruptcy protection, Bankman-Fried said Thursday. “There aren’t many people left” in the company’s US operations, a source familiar with the situation said.
The senior executives of FTX’s US exchanges, Mark Weitzen, former chairman of the Commodity Futures Trading Commission, and Ryan Miller, a lawyer for Gary Gensler, who headed the SEC when he led the CFTC, removed FTX from their Twitter profiles on Thursday evening. Jane Tackett, head of institutional sales at FTX, said in a tweet late Thursday that her trading accounts had been deactivated without warning. Watzen and Miller did not respond to requests for comment.
“The FTX Group has significant assets that can only be managed effectively through an organized and collaborative process,” said Ray, who was involved in Enron’s shutdown. “I would like to assure all employees, customers, creditors, contractors, shareholders, investors, government officials and other stakeholders that we will conduct this endeavor with responsibility, quality and transparency.”
FTX did not respond to a request for comment.
The company filed for Chapter 11 protection in federal court in Delaware, hours after the Bahamas Securities and Exchange Commission, where it is headquartered, announced that it had seized the company’s assets.
“Sorry, again, we’re done here,” Bankman-Fried said on Twitter after filing for bankruptcy. “Hopefully, they can find a way to restore things. Hopefully that will bring them clarity, confidence and governance.”
Following the collapse of the FTX in Washington, the Bankman-Fried policies are under heavy pressure in the high-impact dollar campaign. This includes a bill to regulate cryptocurrencies sponsored by Senate Agriculture Chairwoman Debbie Stabenow (D-Mich.) and Sen. John Boozman (R-Ark.), the panel’s top Republican.
Bozeman said Thursday night that officials are taking a “top-down” approach to the law in light of the FTX crisis. Stabenow said the committee is “committed to advancing the Digital Goods Consumer Protection Act to provide the necessary protections for the digital goods marketplace.” The bill, which will come up for a committee vote next week, would give the CFTC oversight of cryptocurrency trading.
Other crypto companies are on the brink of bankruptcy, with lobbyists, including those representing crypto companies, saying they don’t expect the bill to gain much traction this year.
“This scandal calls for a complete overhaul of how Congress approaches this industry,” said Jim Manley, a Democratic strategist who represented Senate Majority Leader Manley on cryptocurrency. Nev.) Customers. No
FTX is the latest and greatest in a long line of cryptocurrency heavyweights that have suffered from volatile markets and lax internal controls over the past year. David Portilla, a partner at Cravath, Swain & Moore, said federal regulators should use existing powers to act because the legislative process will be too slow to address existing concerns.
“We cannot wait 24 months to make a law and apply that law to protect consumers,” he said. “Stopgap needs serious regulatory action.”
A key asset component not included in the company’s extensive bankruptcy filing is its US derivatives trading platform, which was renamed LedgerX before FTX bought it in the fall.
The CFTC, which holds LedgerX’s license, will monitor the chaos surrounding FTX to ensure that the Bahamas-based exchange’s problems do not affect US-regulated markets.
LedgerX on Friday withdrew its proposal to the CFTC to allow retail investors to use borrowed funds to trade cryptocurrencies hourly through its initial platform, the company said.
FTX’s bankruptcy threatens the launch of Bankman-Fried-linked exchanges and other digital assets.
BlockFi, a crypto-lending company that recovered from a similar contagion in the market this summer FTX, announced on Thursday evening that it would stop issuing funds.
Galaxy Digital, an investment firm led by former Fortress Investment Group CEO Mike Novogratz, announced Wednesday that it has closed a $77 million investment in FTX. Genesis, a crypto lending company owned by Digital Currency Group, said on Thursday that FTX had raised about $175 million.
Federal officials have warned for months that the highly interconnected market structure of cryptocurrencies could pose a risk to the financial system if it continues to spiral out of control.
“FTX loss cryptocurrency structural challenges caused repeated losses to investors with poor transparency and risk management,” said Mansoor Hussain, Fitch’s chief ratings officer.
Other crypto-industry heavyweights distanced themselves from FTX and Bankman-Fried in blog posts, press releases and lengthy Twitter discussions. All major cryptocurrencies are down 20% since the start of the week.
“We’ve felt that burn, too,” Alessia Haas, chief financial officer at U.S. exchange Coinbase, said in an interview. “We didn’t expect this.”
Haas said this could allow Coinbase to capture a large portion of the cryptocurrency market. Coinbase has not agreed with the Securities and Exchange Commission on how to be regulated, but now the company is trying to promote itself as a US-based powerhouse.
“This is a particularly regulated area,” Gensler, who is pushing for exchanges like Coinbase to register with the SEC, told CNBC on Thursday. He argued that many crypto tokens are considered securities under the agency’s jurisdiction.
Gensler said the best way to protect consumers is to “work with these cryptocurrency exchanges, these cryptocurrency lending platforms and register properly” with the SEC.
The SEC did not respond to requests for comment.
